Yes. Packaging is "downward compatible." An X-rated container (Group I) is the strongest and can legally carry substances assigned to Groups I, II, or III. However, a Z-rated container cannot be used for high-danger Group I goods.
Generally, plastic UN packaging, such as HDPE jerricans, has a maximum five-year service life from the date of manufacture. After five years, the material may degrade, making it unsafe and non-compliant for transporting hazardous liquids or solids.
The shipper is legally responsible for ensuring hazardous materials are packed in the correct UN-certified container. They must follow the specific Packing Instructions found in regulations like IATA (air), IMDG (sea), or ADR (road).
